최근 국민의 안전에 대한 욕구가 증대되면서 예방치안에 대한 중요성이 더욱 대두된다. 경찰은 급변하는 치안상황에 맞추어, 2000년 이후 경찰인력을 지속적으로 증원했다. 경찰인력 증원에 상응하여 충원된 경찰공무원이 사회 안전의 강화를 위해 헌신하며 제대로 역할을 수행하기에는 현재의 경찰직급 구조는 많은 문제점을 갖고 있다. 특히, 순경 입직자의 경우 사실상 승진 희망을 접게 되어 사기저하 문제와 더불어 전략적인 인적자원관리에 부정적인 영향을 미치고 있다. 이 연구는 현행 경찰직급 체계의 문제점을 살펴보고, 이에 대한 개선방안을 제시하는 것을 목적으로 한다. 이 연구에서는 복수직급제의 도입, 경무관서장제의 확대, 중단위 경찰서 설치, 중간관리자의 직급 상향, 조직개편을 통한 직급구조 개선, 전문화된 경찰관 양성을 대안으로 제시하였다. 경찰직급체계의 개선을 통해 경찰공무원의 사기 제고는 물론, 국민에 대한 치안서비스의 질적 향상으로 발전할 수 있기를 기대한다.
Abstract
As the desire for the safety of the public increases, the importance of preventive security paradigm comes to the fore. Police continued to increase the number of police personnel since 2000 in line with rapidly changing security situations. The present police structure has many problems in order to make police officers who have been recruited in accordance with the increase of the police workforce devoted to the strengthening of social safety and to perform properly. Particularly, those who have no hope to promoted have a negative influence on strategic human resource management as well as the problem of decease due to the collapse of hope for promotion. The purpose of this study is to investigate the problems of current police rank system and to suggest improvement plan. In this study, introduction of multi - rank system, enlargement of police station with superintendent general, installation of middle-size police station, upgrading the position of mid-level manager, and improvement of position structure through organizational restructuring, and training of specialized police officers were suggested alternatives. It is expected that the police officer will improve the quality of policing service to the people as well as improve the morale of police officers through improvement of the police rank system.
