경찰관과 피해자의 범죄피해자 신변보호 서비스에 대한 인식 차이 연구

이 연구는 현행 경찰 신변보호 서비스를 점검하고 개선방안을 제시하기 위하여 255개 일선 경찰서의 피해자 업무 관련 경찰관을 대상으로 신변보호 서비스에 대한 인식조사를 실시하고, 이 결과를 피해자 욕구조사와 비교분석하였다. 분석결과 첫째, 개별 피해자 신변보호 서비스 유형별 피해자의 이용 만족도는 전반적으로 경찰의 기대 만족도 수준보다 높은 것으로 나타났다. 둘째, 신변보호 서비스가 가장 필요한 범죄피해 유형은 경찰관과 피해자 모두 성범죄였고, 가정폭력이 뒤를 이었다. 셋째, 경찰은 피해자에게 필요한 신변보호 서비스의 우선순위를 112등록, 보호시설, 임시숙소, 스마트워치 순으로 응답한 반면, 피해자는 스마트워치, 맞춤형순찰, 112등록, 신변경호 등의 순으로 응답하였다. 넷째, 연구결과 신변보호 서비스 개선 필요성에 대하여 지원절차 및 구비서류의 간소화를 제외한 모든 항목에서 경찰관보다 피해자가 그 필요성이 높다고 인식하였다. 또한 근무부서별로 청문 > 여청/생안 > 형사/수사의 순으로 제도개선 필요성을 더 크게 인식하는 것으로 나타났다. 마지막으로 경찰관은 사안의 정도나 필요성에 따라 신변보호 서비스의 제공기간이 검찰이나 재판단계, 혹은 형집행 종료 이후까지 제공되어야 한다는 다양한 의견이 나타났다. 이상의 연구결과를 바탕으로 신변보호 서비스 운용에 대한 시사점을 도출하였다.
Abstract
This paper conducted a study of perceptions among officers from 255 police stations towards Police Personal Protection Service of Crime Victims and compared the results with previous surveys on crime victims’ needs, with the goal of providing a plan of improvement of the service. The comparative analysis results indicate that (1) in general, users’ levels of satisfaction are higher than what officers expected; (2) both officers and victims see sex crime as the type of crime that most needs personal protection service; (3) officers and victims perceive the order of priority of police personal protection service differently; (4) victims saw greater need for improvement of police personal protection service than did officers; and (5) there are disagreements among officers with respect to the appropriate timing to terminate service. Based on these findings, implications for the management of police personal protection service were drawn.
