국내체류 외국인의 차별경험과 경찰신뢰에 관한 연구

이 논문은 국내체류 외국인의 집단지위 형성 요인인 차별경험에 영향을 미치는 구조적, 문화적, 환경적요인을 확인하고, 집단지위와 경찰신뢰 관계를 집단지위이론에 주목하여 설명하고자 한다. 이러한 연구의 목적을 달성하기 위해 한국형사ㆍ법무정책연구원에서 조사한 「외국인 밀집지역 환경 조사, 2019」자료를 활용하였다. 연구분석 결과, 집단지위를 형성하는 요인인 차별인식에 영향을 주는 요인으로 경제력, 언어능력, 사회적 무질서가 확인되었다. 경찰신뢰와의 관계를 분석한 결과에서는 경제력, 언어능력, 거주기간, 사회적ㆍ물리적 무질서는 차별인식을 매개하여 경찰신뢰에 영향을 미치는 것으로 확인되었다. 그 중 경제력과 언어능력의 경우 일상적 차별 및 노동환경에서의 차별을 모두 매개하여 경찰신뢰에 영향을 주는 요인으로 확인되었다. 이를 통해 국내체류 외국인의 경찰신뢰 제고를 위한 방안을 논의하도록 한다.

Abstract

This paper aims to identify structural, cultural, and environmental factors that affect the discrimination perception, which is a factor in forming group position of foreigners staying in Korea, and to explain the relationship between group position and police confidence by paying attention to group position theory. For this study, the foreign residents data extracted from the Foreign Population Concentrated Areas Environmental Survey 2019 was utilized. Excluding the missing cases, 848 Korean cases and 2,084 U.S. cases are included in the analysis. 1,079 foreign residents cases are included in the analysis. As a result of the research analysis, economic status, language ability, and social disorder were identified as factors affecting discrimination perception, which is the factors that form group position. Economic status, language ability, length of residence, and social and physical disorder affect police trust by mediating discrimination perception. Among them, economic status and language ability were identified as factors affecting police confidence by mediating both daily discrimination and discrimination in the working environment. Through this, we will discuss ways to enhance the police confidence of foreigners staying in Korea.
