일반시민과 체류외국인의 경찰에 대한 신뢰도 비교 연구 - 중국, 몽골, 베트남 출신 체류외국인을 중심으로 -

초록

본 연구는 한국이 다문화사회로 성큼 들어선 상황에서 일반시민과 체류외국인을 대상으로 경찰에 대한 신뢰도를 비교하였다. 도구적 모형과 표현적 모형의 영향력을 중심으로 두 모형에 포함된 요인들이 일반시민과 체류외국인 사이에서 어떠한 차이가 나타나는지를 살펴보고자 하였으며, 이중 참조기준 이론과 동화이론을 체류 외국인들에게 적용함으로써, 경찰 신뢰도를 설명하는 모형들에 대한 통합적인 논의가 가능한 분석의 틀을 제시하였다. 중국권, 중앙아시아권, 동남아시아권을 대표하는 중국, 몽골, 베트남 3개국의 체류외국인과 일반시민을 비교함으로써 체류외국인들의 권역별 차이까지 분석의 대상으로 하였다. 분석결과 일반시민과 체류외국인 모두에게 있어서 표현적 모형이 도구적 모형보다 경찰 신뢰도에 대한 설명력이 높은 것으로 나타났다. 흥미로운 점은 비공식 사회통제가 모든 분석대상의 경찰 신뢰도 형성에 유의미한 영향을 미치고 전 변수들을 통틀어 가장 강력한 영향력을 보였다는 것이다. 비공식 사회통제를 제외한 분석대상별 영향요인의 차이에 있어서는 범죄피해경험, 물리적 무질서, 지역사회 유대는 일반시민의 경찰 신뢰도에 유의미한 영향을 미친 반면에, 범죄두려움은 체류외국인의 경찰 신뢰도에 영향을 미치는 요인이었다. 출신국가별로는 중국출신의 경우 범죄피해경험, 몽골출신은 사회적 무질서, 베트남출신은 범죄두려움이 경찰 신뢰도 형성에 유의미한 변수들로 나타났다. 전체적으로 체류외국인이 일반시민들에 비해 더 높은 경찰 신뢰도를 보이고, 중국 출신에 비해 몽골과 베트남 출신 외국인들의 경찰 신뢰도가 더 높게 형성되어 이중 참조기준 이론을 지지하는 결과를 확인할 수 있었다. 아울러 중국출신 외국인의 한국어 능력 및 몽골출신 외국인의 체류기간과 경찰 신뢰도가 정적인 관계를 형성하여 동화이론을 지지하는 결과를 보였다. 이러한 결과를 바탕으로 정책대안과 후속연구에 대한 시사점을 논하였다.

Abstract

This study intended to compare confidence in the police between general citizens and foreigners in South Korea where multiculturalism is a social phenomena. Based on instrumental and expressive models, differences in major factors between general citizens and foreigners were investigated. Dual frames of reference theory and assimilation theory were applied to foreigners for comprehensive understanding of confidence in the police. In addition to general citizens, Chinese, Mongolian, and Vietnamese living in Korea were included in the study subjects for comparative purposes. Findings revealed that compared to variables under instrumental models, those under expressive models showed stronger power to confidence in the police. Interestingly, informal social control had a positive and the strongest effect on confidence in the police in all groups of analyses. Except informal social control, there were differences in the factors of confidence in the police between general citizens(prior victimization, physical disorder, and social bond) and foreigners(fear of crime). There were factors unique to different groups of foreigners(prior victimization to Chinese, social disorder to Mongolian, and fear of crime to Vietnamese). Overall, compared to general citizens, foreigners showed higher confidence in the police, and compared to Chinese, Mongolian and Vietnamese expressed higher confidence in the police. These results supported dual frames of reference theory. As well, Korean language ability of Chinese and length of stay of Mongolian were positively associated with confidence in the police, supporting assimilation theory. Implications for policies and future research were discussed based on the findings.
