경찰학의 학문적 정체성에 관한 일고(一考)

이 연구의 목적은 경찰학의 학문적 정체성을 체계적으로 검증함으로써 현대사회에서의 경찰학 정체성을 확인하고, 나아가 그 발전방향을 모색하여 학문적 입지를 명확화함에 있다. 연구목적 달성을 위하여 선행연구를 기반으로 경찰학의 정체성 진단을 요건을 내적 정체성과 외적 정체성으로 구분하고 내적 정체성은 다시 과학적 정체성과 경계정체성으로 구분하였다. 각 요소의 검토를 위하여 연구저서 단행본과 학술지에 등재된 연구논문을 중심으로 분석하였다. 분석결과 경찰학의 개념은 경찰조직과 경찰활동을 다룬다는 점에서 실무적 영역까지 연구범위에 포함하여 광범위하게 정의하고 있으며, 이는 단행본을 통해 확인한 연구범위와 연구대상에서도 확인되는 바 개념과 연구대상·연구범위가 그 맥을 같이하고 있었다. 연구방법의 경우 계량적 연구와 경험적 연구가 주를 이루며 경험적 연구가 소폭 높은 비중을 차지함으로써 질적 연구가 조금 더 우세하였다. 다만, 이론형성, 검증과 같은 이론적 연구는 부족한 것으로 확인되었다. 경계정체성의 경우 영미법계와 대륙법계를 기준으로 경찰학 역사의 독자성을 확인하였으며, 다른 국가와는 대별되는 우리나라 고유의 발전과정이 존재하는 것으로 분석되었다. 마지막으로 외적 정체성은 학문공동체를 중심으로 분석하였으며 경찰학 연구를 축적해 가는 학술공동체가 존재하며, 후속 양성을 위한 대학 학과 또한 꾸준히 형성되는 것으로 확인되었지만 학회의 경우 양적 팽창에 비해 실질적 학술활동을 전개하는 학회는 극소수인 것으로 확인되었다. 상기의 내용을 종합해볼 때 경찰학은 오랜시간 지켜온 학문적 독자성이 존재하지만 보다 학문적 기초를 공고히 하기 위해서는 발전방향을 모색해야 한다. 이 연구에서는 대표적으로 그 방향을 경찰개념 속에 포함된 경찰의 양가적 특성에 대한 명료화, 이론적 연구 및 학문공동체 활동의 활성화, 학문분류체계의 확립으로 제시한다.
Abstract
The purpose of this study is to confirm the identity of police science in modern society by systematically verifying the academic identity of police science, and to further clarify its academic position by seeking its development direction. In order to achieve the purpose of the study, the requirements for diagnosing the identity of police science were divided into internal identity and external identity, and internal identity was further divided into scientific identity and boundary identity. For the review of each element, it was analyzed focusing on research books and research papers registered in academic journals. As a result of the analysis, the concept of police science is broadly defined in the scope of research in that it deals with police organizations and police activities, and it is in line with the scope of research confirmed through the book and the scope of research. In the case of research methods, quantitative and empirical studies were the main focus, and empirical studies accounted for a slightly higher proportion, so qualitative studies were slightly more dominant. However, it was confirmed that theoretical studies such as theory formation and verification were insufficient. In the case of boundary identity, the uniqueness of the history of police science was confirmed based on the Anglo-American law and the Great Law law, and it was analyzed that Korea's own development process, which is largely different from other countries, exists. Finally, the external identity was analyzed around the academic community, and there is an academic community that accumulates police science research, and university departments for subsequent training were also steadily formed, but in the case of academic societies, very few societies develop practical academic activities compared to quantitative expansion. Taken together, police science has a long-standing academic identity, but in order to solidify its academic foundation, it is necessary to seek a direction of development. In this study, the direction is typically presented as clarification of the ambivalent characteristics of police included in the concept of police, activation of theoretical research and academic community activities, and establishment of an academic classification system.
