시민의 신고 의사 측정 연구: 절차적 정의 이론을 중심으로

미국의 Tyler(1990)가 최초로 제시한 절차적 정의 이론은 경찰에 대한 시민의 협력을 어떻게 하면 높일 수 있을지에 대해 핵심적으로 다루고 있다. 국내에서 절차적 정의 이론에 관한 양적연구는 2020년대 들어 본격적으로 수행되었는데, 선행연구 검토 결과 종속변수인 ‘경찰협력’을 다양하게 표현하고 있으며, 측정문항의 수와 내용을 각기 다르게 사용하는 문제를 확인하였다. 이에 따라 이 연구는 절차적 정의 이론 연구에서 종속변수인 경찰협력을 어떻게 측정해야 하는지를 확인하고, 나아가 측정문항의 내용을 적절히 포괄하는 변수명을 제시하는 것을 목적으로 한다. 분석 결과 서구권에서는 ① ‘지역사회 문제 해결을 위한 활동에 참여하겠다는 의사’와 ② ‘범죄사건 해결을 위해 경찰에 관련 정보를 제공 또는 신고하겠다는 의사’를 포함하여 경찰협력을 측정하는데, 측정문항에 대한 타당도 검증 결과 후자만이 적합한 요인인 것으로 나타났다. 이에 따라 변수명 역시 광의의 경찰협력보다 협의의 경찰협력을 뜻하는 ‘시민의 신고 의사’라는 표현을 사용하는 것이 더 적절함을 제안한다.
Abstract
Procedural justice theory, first proposed by Tyler(1990) in the USA, focuses on how to increase citizen cooperation with the police. In Korea, quantitative research on procedural justice theory has been conducted in earnest since the 2020s, and a review of previous studies revealed that the dependent variable, police cooperation, is expressed in various ways, and the number and content of measurement items are used differently. Therefore, this study aims to identify how the dependent variable, cooperation with police, should be measured in procedural justice theory research and to propose a variable name that adequately covers the content of the measurement items. The analysis shows that in Western countries, cooperation with police is measured by including (1) 'willingness to participate in activities to solve community problems' and (2) 'willingness to provide or report relevant information to the police to solve criminal cases', but the validation of the measurement items shows that only the latter is a suitable factor. Therefore, we suggest that the variable should be renamed as ‘citizens’ willingness to report crimes’, which refers to consultative cooperation with police rather than broad cooperation with police.
