A Study on the Effect of Procedural Justice Awareness on Reporting Intention: Verification of the Mediating Effect of the Public Trust in the Police

이 연구의 목적은 시민들의 절차적 정의 인식이 신고의사에 미치는 영향을 확인하고 그 영향 관계에서 경찰신뢰가 가지는 매개효과를 검증하고자 하는 것이다. 이에 2021년 11월 대한민국 서울에 거주중인 시민을 비확률표집하여 543명을 대상으로 설문조사를 실시하였고, 설문 결과를 바탕으로 양적 통계분석을 진행하였다. 연구결과 절차적 정의는 경찰신뢰에 유의한 정적 영향을 미쳤고(β=.612), 신고의사에도 유의한 정적 영향을 미쳤다(β=.116). 그러나 경찰신뢰는 절차적 정의와 신고의사를 매개해주는 요인으로서 기능하지 못하였다. 이러한 연구 결과는 우리나라 경찰의 의사결정 과정과 시민을 대하는 태도에 대한 시민의 절차적 정의 인식이 야기하는 긍정적 효과를 검증하는 것이다. 이에 시민의 절차적 정의 인식을 제고하기 위해 실제 경찰의 의사결정 및 권한 행사 과정의 공정성을 증진시키고 이를 시민들에게 인지시킬 수 있도록 하는 방안을 제언하였다. 경찰신뢰의 간접효과가 검증되지 않은 분석결과에 대하여는 후속연구에서 경찰협력의사의 하위요인으로서의 신고의사에 대해 재검토할 필요성을 제기하였다는 것에 의의가 있다.
Abstract
The main purpose of this study is confirm the effect of citizens' perception of procedural justice on reporting intention and to verify the mediating effect of the public trust in the police in the process. For this study, a survey was conducted with 543 citizens residing in Seoul, Korea. As a result of the study, procedural justice had a significant positive effect on public trust in the police (β=.612), and also had a significant positive effect on reporting intention (β=.116). However, public trust in the police did not function as a mediating factor between procedural justice and reporting intention. As a result of the study, the positive effect of citizens' awareness of procedural justice was confirmed. In order to raise citizens' awareness of procedural justice, a way to improve the fairness of the police decision-making process was presented. In this study, the mediating effect of the public trust in the police was not verified. In a follow-up study, it is necessary to review the intention to report as a sub-factor of the intention to cooperate with the police.
