Abstract

Previous research utilizing procedural justice theory can be divided into two main categories: the Tyler model, which initially showed significant results in Western countries, and the Tankebe model, which adapted the Tyler model to apply the theory to non-Western countries, where the results were different. The use of the theory has evolved from the Tyler model to the Tankebe model, and both models present police effectiveness and legitimacy as common key variables that influence the dependent variable, citizen’s intention to report crime(or cooperate with the police). However, recent quantitative studies based on procedural justice theory have not consistently shown the influence of police effectiveness on the dependent variable. In addition, in Korea, there is a tendency to utilize the Tankebe model without closely verifying the legitimacy proposed by the Tyler model. Therefore, this study was conducted to verify the influence of police effectiveness on citizens' intention to report crime from the perspective of procedural justice theory and to test whether ‘obligation to obey’ and ‘trustworthiness’, the components of legitimacy proposed in the Tyler model, have a mediating effect on the relationship. The analysis used the results of an online survey conducted from October 13 to October 20, 2020, among 510 adult men and women of Korean nationality living in Seoul. The results of the SEM analysis showed that police effectiveness did not have a significant effect on citizens' intention to report crime, and among the legitimacy factors, ‘obligation to obey’ had a significant effect on citizens' intention to report crime, but police effectiveness did not have a significant effect on citizens' intention to report crime through the mediation of ‘obligation to obey’. In conclusion, the study confirmed that the use of Tyler's model is not appropriate in Korea, and the results of the study suggest that the generalization of procedural justice theory requires a closer examination considering the socio-cultural context.
