이 연구의 목적은 절차적 정의 이론의 핵심 개념인 경찰신뢰가 어떻게측정되는지를 확인하고 그 타당성을 검증하는 데 있다. 경찰신뢰는 경찰의역량․청렴․선의․절차․책임성에 대한 시민의 관계적 기대를 반영하는 구성개념으로, 선행연구는 신뢰가 높을수록 법 준수와 협력의사가 강화된다고보고하고 있다. 다만 종속변수인 경찰협력에 미치는 영향력은 맥락에 따라차이를 보이며, 정당성과의 구분․측정체계의 이질성으로 인해 결과가 일관되지 않은 한계도 지적된다. 이에 국내외 선행연구를 검토하고 Tyler(2005) 등에서 사용 된 문항을 번안․수정하여 경찰신뢰 척도의 타당성을 확인하였다. 2023년 10~11월 전국 성인 남녀 500명을 대상으로 온라인 패널조사를실시하였고, 신뢰도 분석, 탐색적 요인분석, 확인적 요인분석을 통해 구성타당성과 내적 일관성을 점검하였다. 분석 결과, q4 문항을 제외한 2요인구조가 적합했으며(KMO=.884, Bartlett p<.001), 모형 적합도 지수와요인부하량이 수용수준을 충족하여 경찰신뢰 측정 도구로서의 타당성이확인되었다. 이 연구는 한국 맥락에 적합한 경찰신뢰의 표준 문항 체계를제시하고 활용 가능성을 탐색했다는 점에서 의의가 있다. 한편 시민이 인식하는 신뢰는 접촉경험․기능영역․집단특성에 따라 차이가 클 수 있으므로, 세분화된 기준 마련과 반복 검증, 요인별 문항 확장 및 준거타당도 강화를위한 후속 연구가 필요함을 제안한다.
Abstract
This study examines how police trust, a core construct in the procedural justice framework, can be measured and evaluates the validity of the resulting scale. Police trust is conceptualized as citizens’ relational expectations regarding police competence, integrity, benevolence, procedural fairness, and accountability. Prior research generally finds that higher trust is associated with greater law compliance and cooperation; however, the effect of trust on cooperative behaviors varies by context, and inconsistent findings have been noted due to conflation with legitimacy and heterogeneity in measurement schemes. Drawing on a review of domestic and international studies, we adapted items used by Tyler (2005) and others to assess the validity of a police trust scale. An online panel survey of 500 adults nationwide was conducted in October November 2023. Reliability analysis, exploratory factor analysis (EFA), and confirmatory factor analysis (CFA) were performed to evaluate internal consistency and construct validity. Results indicate that a two-factor structure excluding item q4 is appropriate (KMO = .884; Bartlett’s test p < .001). Model-fit indices and standardized factor loadings met conventional thresholds, confirming the scale’s validity as a measure of police trust. The study contributes by proposing a standard set of items suitable for the Korean context and exploring its practical applicability. Given that perceived trust can differ substantially by contact experiences, functional domains, and population groups, future research should establish more granular criteria, conduct replication and multi-group tests, expand items for each factor, and strengthen criterion validity through links to behavioral outcomes such as reporting and cooperation.
