회복적 경찰활동에 대한 피해자의 인식: 회복적 대화 프로그램을 중심으로

Abstract

This study was conducted to investigate the perceptions of victims who have participated in the ‘Restorative Dialogue’ program promoted by the Korean National Police Agency. For this purpose, this study analyzed the survey responses of 116 victims who had participated in the ‘Restorative Dialogue’ program and faithfully answered the survey. The victims' perception of the program process can be summarized as follows. First, the victims understood the police officer or facilitator's explanation well. Second, victims responded positively to their autonomy. Third, the victims had a very positive evaluation of the facilitator's fair treatment. Lastly, the victims had a very positive evaluation of their trust in the police. Victims' perceptions of the program's effectiveness can be summarized as follows. First, victims responded positively to the invitation to participate in the ‘Restorative Dialogue’ program. Second, victims were positively evaluating the offender's acknowledgment of his mistakes. Third, with regard to the future actions of the perpetrator, the victims believed that the perpetrator's repeated acts of harm would not occur often during and after the program was completed. Fourth, victims responded positively to their trust in the police after the program. Lastly, the victims showed very high satisfaction with the police officer in charge of the ‘Restorative Dialogue’ program. The results of this study have several policy implications. First, there is a need to consider ways to improve victims’ satisfaction with the ‘restorative dialogue’ program. Second, it seems necessary to continue managing perpetrators and victims even after the ‘restorative dialogue’ program. Lastly, we must continue to promote the ‘restorative dialogue’ program to the general public.
