프리덤하우스(Freedom House)의 조사에 따르면 전 세계적으로 민주주의의 수준은 향상되어 왔지만 국민들로부터 신뢰와 지지를 받으면서 안정적인 민주주의를 유지하고 있는가에 대해서는 다양한 평가가 이루어지고 있다. 이러한 점을 고려하여 본 연구는 민주주의에 대한 사회적 자본의 중요성을 강조했다. 사회적 자본은 다양한 하위범주로 구성되어 있으며 상호작용을 통해 구체화되어 표출된다. 본 연구는 사회적 자본의 다양한 요소들 중 사회적 신뢰와 정치적 신뢰에 초점을 맞추어 민주주의에 어떠한 영향을 미치는지를 규명했다. 이를 수행하기 위해 본 연구는 세계가치조사(World Values Survey)자료를 사용해 사회적 자본이 민주주의에 영향을 미친다는 교차국가적 가설을 계량적으로 검증하고 분석모형을 구축했다. 아시아 국가들의 사회적 신뢰를 측정한 결과 전반적으로 높게 나타나지는 않았다. 아시아 국가에서 사회적 신뢰의 수준이 낮은 이유는 상대의 협력에 대한 불확실성 때문이다. 이와 같은 불확실한 상황에서 개인은 신뢰의 위험부담을 고려해서 결국 불신을 선택하게 되는 것이다. 아시아 국가에서 사회적 신뢰 수준을 향상시키기 위해서는 연결망 내의 배타적 상호작용을 사회전체로 확대해야 한다. 이러한 목표를 위해서 개인은 다수의 결사체에 중복적으로 참여하는 것이 필요하다. 사회적으로 신뢰의 필요성이 인정된다 하더라도 신뢰에 따르는 위험부담과 불확실성이 높으면 신뢰는 확대되고 촉진될 수 없다. 따라서 당위적으로 불특정 다수에 대한 신뢰를 추구해야 한다고 주장하기 보다는 현실적으로 연결망을 확대하여 포괄적 상호주의를 지향하는 것이 바람직하다. 개인들도 위험부담과 불확실성을 감소시키기 위해서 자발적으로 결사체에 참여해서 연결망을 확대 재생산해야 할 것이다. 이러한 상황에서 아시아 국가에서도 사회구성원들 간의 긴밀한 협력을 촉진시키는 신뢰가 형성되어 민주주의를 유지할 수 있는 정치사회적 기반을 구축할 수 있는 것이다.
Abstract
The aim of this paper is to examine and develop an empirical framework for the measurement and analysis of social capital and democracy in Asian countries. The paper focusing on political and social trust provides some explanations of how social capital functioned in Asia. And then, this paper measures the level of social capital based on yearly data from the World Values Survey and verifies cross-national analytic models. This paper is divided into three sections. The first outlines definitions which surround the concept of social capital and trust. Social capital can be understood to mean those networks, social and political trust that allow citizens to act together more successfully to pursue common goals and encourage political democracy. The second section focuses on the measurement of social capital examining what constitutes social capital indices and suggesting survey data. The third presents the statistical evidence which correlated social capital with democracy. The paper demonstrates that in Asian countries, higher levels of social trust is considered to play a role to promote political support for democracy. However, despite encouraging results, Asian levels of social and political trust are moderate or relatively low by the standards of western advanced democracies.
