이 글은 미얀마 NLD정부 출범 이후 전반기동안 발생하였던 정치‧국제관계, 경제 및 사회‧문화 분야의 굵직한 이슈들을 살펴보고 그 배경과 전개 과정을 분석‧평가해보고자 한다. 현 NLD정부의 최대 이슈는 다섯 가지로 압축할 수 있다. 집권 이전부터 발생하여 그 이후로 계속 발목을 잡았던 여카인 주의 로힝자(Rohingya) 사태, 이전 떼인세인(Thein Sein) 정부시절 완전히 해제되었던 언론 자유가 민간정부에서 오히려 탄압을 받게 되었던 사실, 군부정권 말기에 종식되었던 것으로 여겨졌던 소수반군집단 무장봉기의 재등장, 예측과는 다른 경제 분야의 정체 현상 및 서구문화의 유입 가속에 따른 전통사회의 위기 등이 그것이다. 이러한 분석과 평가를 통하여 반환점을 막 돌아 집권 후반기에 펼쳐질 상황에 대한 간략한 전망을 내놓고자 한다.
Abstract
This paper examines the major issues in the political and international relations, economic, social and cultural fields that occurred during the first half of the NLD Government, and analyzes and evaluates its background and development process. The current NLD government's hot issues can be outlined to five ones: the Rohingya conflict as the worst obstacle, the severe press pression never expected, the re-emergence of a minority rebellion and the incurring process of peace agreement, the stagnation of the economic sector, and the crisis of traditional society due to accelerated influx of Western culture. Through the analysis of those issues, I will uncover the brief outlook on the situation that will be unfolded in the latter half of Aung San Suu Kyi’s government.
