이 연구의 목적은 노무현 정부의 개혁정책이 한국의 민주적 공고화에 미친 영향을 분석하는 것이다. 이를 위해서 김영삼 정부와 김대중 정부의개혁정책의 주요 특징을 논의한 다음 노무현 정부의 개혁정책의 성격을 이론적으로 살펴보게 될 것이다. 이 과정에서 저자는 노무현 정부의 특이한 성격을 강조할 것인바, 노정부의 개혁정책은 점진적이고 온건한 정책이라기 보다는 '혁신적'이고 다소 '혁명적인' 성격을 가지며 장기적이고 복합적인 정책들로 간주된다. 또한 노정부의 리더십은 다분히 포퓰리즘적(populist)이고 위임주의적(delegative)으로 보이며, 특히 정당의 지지는 아주 허약했다. 이런 이유로 노무현 정부는 집권기간 동안 국민과 언론과 심각한 갈등을 겪었던 것이다. 저자는 이러한 현상을 김영삼 정부와 김대중 정부의 개혁의 '대치상태' 혹은 '교착상태'와는 성격이 상이한 개혁의 '정체상태'로 규정했다.
Abstract
The purpose of this study is to analyse impacts of reform policy of Roh Moo Hyun's government on democratic consolidation in Korea. For this purpose, an attempt will be made to discuss theoretical arguments and to highlight the main characteristics of Roh's government's reform policy after touching on issues of reform policy of Kim Young Sam's and Kim Dae Jung's governments. In this process, I would like to emphasize unique features of reform policy and leadership of Roh's government. The reform policy is oriented toward 'revolutionary' transformation rather than gradual and moderate change in the sense it aims a sort of restructuring of Korean politics and society. The style of Roh's leadership could be considered as 'a populist delegative one' with very weak support from party or civil society. That is why Roh has been highly involved in direct relations with people and struggle with media. The situation is characterized as 'stagnation' of reform policy in comparison with 'trade-off' or 'stand-off' tendency of Kim Young Sam's and Kim Dae Jung's governments.
