Abstract

The goal of this paper was to examine the transition of korean local autonomy and the relationship between change process of local autonomy and change of regime. Today local autonomy in Korea has made much progressed with experiencing ups and downs. Local autonomy was settled in a short time because there were not only the people demand for democratization but also the political ambition and decision of politicians for local autonomy every era to affect bring about the revolution of local autonomy. Therefore, this paper was to explore the political transformation which local autonomy was revised and politicians made use of local autonomy as a means of the prolongation and change of regime. Specially, the following purposes frame this study. Rhee Syng Man era, but stipulated for local autonomy in the constitution of 1948, did not put into force local autonomy. The first purpose of this paper was to analyze the reason why he implemented for local autonomy caught in the war in 1950. Second, this paper attempted to find out what lay behind the suspension of local autonomy during the era of Park Chung Hee. Third, Rho Tae Woo who appeared in 1989, Democratic Justice Party candidate , made decision of full enforcement of local autonomy. This paper was to examine the reason behind why he did to do from historical perspective.
