2015년 승진시험에서 만점을 받고도 승진을 하지 못한 사람이 892명이나 되었다. 경찰근무성적 평가에 대한 반감과 불신이 제기되었다. 상관의 주관적 인사고과 평정에 의해 비공개로 이루어지는 근무성과 평가에 대한 회의적 반응은 경찰조직내의 신뢰가 장기간 축적되지 못한데서 비롯되는 문제이다. 지방경찰청장과 일선서장의 직원비하 발언에 대한 전 현직 경찰관들의 시위는 조직내부의 문제점을 단적으로 보여주는 예라 할 것이다. 조직 내의 신뢰, 규범, 협력, 네트워크등 사회적 자본이 제대로 형성되어야 근무성적이나 승진에 대한 공정한 평가가 가능하고 상하간의 관계에서도 상호 존중하는 문화가 형성될 수 있다. 또한 경찰조직내의 구성원간의 신뢰, 호혜, 네트워크는 경찰관의 행태, 사기, 근무성과를 결정한다.(문유석, 2009) 본 연구는 현재 경찰조직 내에서 제기되는 불신, 비하 등의 이슈를 토대로 사회적 자본에 대한 이론적 논의를 정리하고 경찰관을 대상으로 사회적자본이 경찰 근무성과에 어떠한 영향을 미치는지를 검증하였다. Nahapiet와 Ghoshap(1998)의 사회적 자본 측정요소 중 경찰근무성과에 영향을 주는 요인을 제시하였다. 조직 내의 승진방식 변경 이전에 조직 내에서 인적, 규범의 신뢰, 네트워크 등에 대한 관심과 지속적 노력이 뒷받침되어야 할 것이다. 구성원의 신뢰와 공정성인식이 없는 제도의 일시적 변화만으로는 조직의 쇄신과 우호적 협력분위기 나아가 치안서비스의 개선이 이루어지기 어려울 것으로 보인다.
Abstract
At the 2015 Korea police promotion test, there were 892 police officers who got a perfect score but they failed in promotion. Cosequently, police officers say that they cannot trust their job performance evaluation. because the process and result are secret. This situation results from the lack of the long time mutual trust and consensus. The chief of local police agency and the chief of police station‘s scandal which using profanity towards the low rank police officers and the retired police officers' demonstrates the social capital problem in the agency. For the fair assessment, there needs the long time trust and mutual respect and the trust, network and reciprocity determine the police officer's job performance not just the supervisor's evaluation. This research shows the theoretical analysis for social capital and it will verify the relationship between the social capital and the job performance. Through Nahapiet & Ghoshap survey, this study tells the result for the relationship. Without the consistent efforts for the trust and the assessment fairness, assessment changes alone cannot affect renovation in the organization, nor a co-operative culture in the police service.
