2015년 전 현직 경찰관들이 경찰청에 모여 경찰서장과 지방청장의 사퇴를 요구하였다. 경찰관들은 조직 내에서 직원에 대한 욕설, 경찰조직 내에서의 인권침해를 문제시하였다. 경찰청에서도 SNS를 활용하여 경찰조직 내에 POL 밴드 등을 만들어 조직 내의 의사소통을 강화하려 하고 있으나 공식적인 소통 망을 통해 과연 실질적인 의사소통이 가능한지는 의문이다. 결국은 경찰관이 자발적 의견을 표출하고, 커뮤니티에도 참여할 수 있는 조직 내의 사회적 자본이 제대로 형성되어야 의사소통과 상호존중의 분위기 마련될 수 있다. 경찰조직내의 사회적 자본은 상명 하복적 위계질서를 바탕으로 하는 경찰 조직 내에서 아직까지 그 중요성을 인식하지 못하고 있다. 문제점을 인식하고 개선해 나가기 위해서는 경찰 사회적 자본의 정확한 실태 파악이 중요하다. 본 연구는 조직 내의 사회적 자본 현 실태를 설문을 통해 파악해 보았다. 사회적 자본의 실태 파악은 경찰이 조직 내의 사회적 자본 형성을 위해 노력하는 계기 될 수 있을 것이다. 이를 위해 남녀경찰관을 대상으로 Nahapiet & Ghoshal 의 설문을 활용하여 사회적 자본을 조사하였다. 조직의 친밀도에 대한 인식내용 조사에서는 연령이 낮을 수 록 부정적인 답변을 하였고, 경장이하에서 낮게 나타났다. 비전관련 질문에서 긍정적 답변이 20%대로 낮게 나타났다. 조직 구성원의 신뢰도 질문에서도 업무능력이나, 질서의식에 대한 답변은 긍정적이었으나, 서로의 의도나 생각에 대한 신뢰도에 대한 문항은 긍정적인 답변이 다소 낮게 나타났다. 커뮤니티 활동에 대한 문항에서 시민 단체 활동, 봉사활동, 동문회 활동은 10%대로 나타나 경찰관들의 사회활동과 공동체를 통한 커뮤니티 형성에 소극적임을 알 수 있다. 업무관련 질문을 제외하고 경찰조직내의 사회적 자본은 상당히 낮은 수준이라고 할 수 있다. 본 연구결과를 통해 경찰조직내의 사회적자본의 문제점을 인식하고 경찰조직 내 사회적자본의 형성이 필요함을 실증연구를 통해 강조하고자 한다.
Abstract
Police officers demonstrated against the chief of police in front of Police Agency. Abuse and the human rights violation in the police agency were problems. Police agency made an effort to enforce the communication through POL band. However it wonders that it is possible to communicate voluntarily at the formal communication site. For the voluntary opinion sharing and private association, they need the social capital in the police agency. Police do not realize the importance of the social capital in police system which is based on the hierarchial order rank system. However the low ratio of social capital in the present Korea society appears at the police agency, so police agency should make an effort to improve the police social capital. To know the police social capital problems, they have to figure out the exact social capital condition. This research shows the current police social capital situation with the survey. Through the police social capital analysis, police agency will realize that they need the social capital building in the police system. By Nahapiet & Ghoshal survey questions, this study researched the current police social capital. At the intimacy questions, young age and low rank police officers answered in the negative way. There were just 20% positive answers at the vision questions. To the confidence questions, police officers answered positively for the work ability and the order awareness but they marked negatively at the mutual trust for the intention and thought questions. Especially, police officers were not interested in the civil society activities, the volunteer works in the community and the alumnae association acts. Through this analysis, police agency will realize the social capital problems in the police system and they will also know the need of the social capital building among the police officers.
