외사경찰의 인터폴 데이터베이스 정보 활용방안 연구

이 연구는 우리나라 외사경찰의 인터폴(INTERPOL) 데이터베이스 활용과 관련된 문제점과 개선방안을 탐색하는데 궁극적인 목적이 있다. 인터폴은 국제범죄를 예방하고 피의자를 신속하게 체포하기 위해 인터폴 경찰 회원국의 자발적 동의를 전제로 만들어진 국제경찰 협력기구를 말한다. 인터폴 내 전 세계 회원국 중앙사무국(NCB: National Central Bureau)은 원활한 국제공조수사를 지원하기 위해 각 국가 별 범죄자 관련 최신 글로벌 데이터를 수집, 분석하고, 관련 내용을 인터폴 회원국에게 알리는 역할을 하고 있다. 우리나라는 경찰청 외사국이 NCB 역할을 담당하고 있다. 인터폴에서는 범죄 관련 정보가 포함된 다양한 데이터베이스(Database, DB)를 공유하고 있는데, 이 연구는 인터폴 데이터베이스 내의 핵심정보인 범죄 DB와 노티스(수배서) 사용빈도를 분석하고 해당 활동의 문제점을 찾는데 초점을 두었다. 특히, 수배서 사용빈도 차원에서 우리나라와 해외국가를 비교함과 동시에 여권 및 차량 도난 및 분실, 문화재 도난 등 특정 인터폴 데이터베이스를 바탕으로 I-24/7 전용 통신망을 사용한 인터폴 회원국 간의 정보 공유 활성화 방안을 찾는데 주안점을 두었다. 자료 검토 결과, 우리나라의 인터폴 DB 정보 활용이 미국과 달리 “적색수배(red notice)”에 한정된 것으로 나타났다. 다양한 노티스 정보 기반 국제공조 수사 협력방안과 인터폴 DB 기반 초국가 범죄 대응 프로젝트가 필요하다고 하겠다. 향후 이 연구를 시작으로 경찰학 내에서 외사경찰 조직역량 강화 방안이 인터폴 데이터베이스 활용을 통해 보다 심도 있게 다루어지길 바란다.
Abstract
The aims of study is to explore the status and scope of utilizing INTERPOL database in terms of supporting the investigation police officers in South Korea. The ultimate goal is to improve the applicability of INTERPOL database for enhancing ability of combating transnational crimes and improving the effectiveness of Foreign Affairs Police Unit. Besides, the present study focused on analyzing numerous data sets of Korean Foreign Affairs Police Unit in order to clarify necessities of maintaining partnerships with INTERPOL membership countries. In particular, the current study emphasized the differences between the level of applicability of INTERPOL databases between South Korean and United States.. In this context, the present study collected data from INTERPOL network data(I-24/7) with the help of Korean INTERPOL practitioners from October, 2020 to November, 2020. This study highlighted the fact that Korean Foreign Affairs Police has been concerned with “NOTICE” information inordinately among numerous INTERPOL databases. In particular, the result demonstrated that red notice information among various database information of INTERPOL was exceptionally overused from Korean INTERPOL staffs considering the status of United States. Furthermore, it seems undesirable that specific notice such as red notice information from INTERPOL DB was over-presented. This biased use of red notice is not suitable for building international cooperation with other INTERPOL membership countries. Further policy implications will be discussed.
