Abstract
Citizenship education had been in a chaotic condition into ends, contents and methods. Meaningful citizenship education depends on what democracy is and how democracy is thought. The purpose of this study is to seek the streams of Dewey's concepts of democracy on the ground of growth and reconstruction as educational principles. Dewey shows his concepts of democracy as ethical ideal, a way of life, and creative democracy. The streams of democracy converge on the creative democracy through the former two ideas. In this context, Dewey's democracy contains ethics and philosophy as disciplinary background and has continuity and convergence into intrinsic logics. Growth and reconstruction as educational principles are linked together by streams of democracy by focusing on creativity which citizens must have. The concept of growth which has dependence on and plasticity in immaturity pursues thoughtful and active citizens in creative democracy. The concept of reconstruction heads toward the quality of experience that focuses on meanings of democratic life. Above all things, creative citizens change me, you, community and environments together through interdependence and interaction in democratic education.
