최근 동북아정세는 통일이 촉진되거나 역으로 분단이 고착화될 가능성이 교차하면서 급변하고 있다. 따라서 북한의 붕괴를 기다리면서 북한을 방치하거나 아니면 통일은 언제가 이루어질 막연한 과제로 두고 평화관리에만 몰두해서는 곤란하다. 기회 요인을 적극 활용하여 분단 관리에 머물러 있던 대북정책을 적극적인 통일정책으로 전환할 필요가 있다. 이러한 대북정책 전환의 필요성을 고려할 때, 단순히 북한의 붕괴 가능성 또는 막연한 미래의 통일을 상정한 통일비용 및 방안 연구에 머물러 있어서는 곤란하다. 남북관계 개선, 기업의 대북투자 환경 보장 등 적극적인 통일정책을 추진한다면, 통일비용은 통합된 이후 경제력 격차를 줄이는 ‘사후적’ 개념이 아니라 통일과정에서 통일한국의 선진국 진입을 위한 ‘사전적’인 투자 개념으로 바뀔 수 있다.
Abstract
Recently, the situation of East Asia is rapidly changing in a sense that a complex nature of East Asian geopolitical conditions might hasten the unification or fixate the separate states of two Koreas. Therefore, it is not good enough to just wait for North Korea's collapse or to maintain the status quo, but we should actively pursue unification policies. In this regard, current researches could step forward from the unification policies conventionally derived from assuming away the unification in the unknown future or from the unification cost based only on the possibility of North's collapse. When we actively pursue unification policies through advancing North-South relations in a mutually beneficial manner, the cost of unification is not necessarily considered as the concept of ‘ex-post’ expenditure to make up for an economic gap between South and North, but as that of ‘ex-anti’ investment in order for the unified Korea to enter into an advanced country.
