이 논문은 변화된 환경과 남북관계에 맞는 실천가능한 통일정책이 필요하다는 문제의식으로, 분단 이후 민족적 숙원으로 여겨져 왔던 남북한의 통일인식과 통일정책에 대한 문제제기와 새로운 방향제시를 할 것이다. 남한과 북한의 통일정책은 분단 이후 현재에 이르기까지 ‘민족감정’을 당위성으로 삼으면서, 남북한의 정치권은 정치적이고 수사적인 통일정책을 내세고 있을 뿐이었다. 현재로서는 그 동안의 통일정책 수준에서 진정한 통일을 이루기는 난망임을 확인하였다. 연구결과를 통해 남북한의 통일정책은 향후 매우 장기적인 정책과제로 전환하고 현실적이고 실천가능한 정책을 수립해야 할 때임을 주장하였다.
Abstract
This paper, with the awareness of the need for a practicable unification policy suited to the changed environment and inter-Korean relations, will raise issues and suggest new directions regarding the perception and unification policy of North and South Korea, which have been considered a long-awaited national wish since the division. The unification policy of South and North Korea has been based on ‘national sentiment’ since the division until the present, while the political circles of North and South Korea have only promoted a political and rhetorical unification policy. It has been confirmed that it is currently difficult to achieve true unification at the current level of unification policy. Through the research results, it was argued that it is time to transform the unification policy of North and South Korea into a very long-term policy task and establish realistic and practicable policies.
