2000년대 들어 북한에서는 시장과 관련한 일련의 상호 갈등하는 정책들과 사회경제적 현상들이 전개돼 왔다. 이것은 1990년대 중반 이후 국가와 시장 사이에 모종의 긴장관계가 형성되어 있음을 보여준다. 이런 시장을 둘러싼 정치적 또는 사회경제적 긴장은 북한에서 나타나고 있는 경제 현상이 권력관계와 사회적 맥락을 함축한 것임을 시사한다. 즉, 국가와 시장 사이에 존재하는 ‘힘의 관계’와 사회적 관계의 ‘동학’이 그것이다. 그런 측면에서 기존 북한경제 연구들이 지금까지 국가와 시장의 관계에 대한 위상과 동학을 적절하게 해석하고 설명해 왔는가에 대한 비판적 검토가 필요하다. 본 글은 이런 문제의식 속에서, 우선 북한의 시장을 설명하는 기존 북한경제 연구의 설명 프레임들에 대한 비판적 검토를 하고자 한다. 이들 기존 연구들이 사용하고 있는 설명 프레임이 충분히 고려하고 있지 못하거나 간과하고 있는 부분은 무엇인지 개념과 실제에 대한 인식론적·존재론적 검토를 해 보고자 한다. 둘째, 이런 비판적 검토를 기초로 북한경제 이해의 폭과 깊이를 심화시키기 위해 필요한 인식과 관점은 무엇인지 고민해 보고자 한다. 북한경제와 시장에 대한 인식과 관점, 해석의 새로운 가능성을 모색해보고자 한다. 마지막으로 그런 모색의 관점에서 북한에서 국가와 시장이 갖는 관계를 위상학적 차원에서 설명해 보고자 한다.
Abstract
Since 2000, a series of market related policies and socioeconomic phenomena have been developed in North Korea which shows some kind of strained relations between the state and market were formed after mid 1990's. Such political and socioeconomic tensions concerning market suggest that economic phenomena appearing in North Korea connote power relation and social context, namely dynamics of 'power relations' and social relations which exist between the state and market. It is necessary to critically examine whether existing studies on North Korea's economy have interpreted and explained status and dynamics of relations between the state and market properly. This paper critically will review frames through which existing studies on North Korea's economy explained market. This paper will make epistemological and existential examination of concept and reality to find out what explanatory frames that existing studies used neglected or did not fully consider. Second, this paper will seek awareness and viewpoint that are needed to deepen the understanding of North Korea's economy based on critical examination. In addition, this paper will find a new possibility of awareness, viewpoint and interpretation of North Korea's economy and market. Third, this paper will explain the relations between the state and market in North Korea at a topological level to find such new possibility.
