본 연구에서는 군사화된 북한체제에 주목하면서, 일부 외국 학자들이 이용하고 있는 ‘nation-in-arms’라는 개념을 북한 사례에 적용하고자 한다. 본 논문에서는 이 개념을 ‘상시전비국가(常時戰備國家)’라는 용어로 번역하면서, ‘상시전비국가’란 ‘상시적으로 전쟁이 가능한 상태에 있는 무장국가로서, 적으로부터 방어나 예방적 전쟁을 위해 즉각적으로 인적·물적 자원동원이 가능하도록 이념적으로나 제도적으로 완비되어 있는 국가’를 말한다. 구체적으로 본 연구에서는 ‘상시전비국가’가 갖고 있는 세 가지 특징들―군사주의적 민족주의, 민-군의 유기체적 구조, ‘상시전비’를 위한 제도들―을 중심으로 북한의 군사국가적 특징을 분석한다. 본 연구에 의하면 북한은 ‘권위주의형 상시전비국가’에 속하며, 다른 어떤 상시전비국가에 비해 강한 군사적 성격을 띠고 있다. 본 연구는 1962년 북한이 ‘경제-국방병진노선’과 ‘4대군사노선’을 수립한 것이 ‘상시전비국가’로의 중요 전환점이 되었으며, 1960년대를 통과하면서 ‘상시전비국가’로 전환되었다고 주장한다. 이는 두 개의 노선 수립 이후 북한의 국가체제가 ‘상시적으로 전쟁이 가능한 상태에 있는 무장국가’로 전면적으로 전환되었으며, 1960년대를 거치면서 ‘상시전비’를 위한 제도적 골격 및 내용들이 완비되었다고 보기 때문이다.
Abstract
This study uses the concept, ‘nation-in-arms,’ to characterize military aspects of North Korea. Here the nation-in-arms is defined as a well-armed state in which all human and material resources can be immediately mobilized for war. It is a militaristic state constantly in alert and institutionally well prepared for war. To explain North Korea as a nation-in-arms, the study extracts three characteristics of the nation-in-arms from previous studies: militaristic nationalism (ideology), organic civil-military relations (structure), and institutions for immediate military mobilization (institutions). This study maintains that the year of 1962 in which North Korea established the economy-defense parallel development line and the four-military lines became a critical juncture in state transformation and, passing through the 1960s, the state was transformed into a nation-in-arms.
