본 논문의 목적은 핵협상과 연계하여 북한에 대한 인권압력을 가중시켜나가고 있는 미국의 북한인권정책을 조망하고 분석하는 것이다. 미국 상하 양원은 2004년 ‘2004 북한 인권법안(North Korean Human Rights Act of 2004)’을 통과시켰다. 미 행정부는 이러한 입법에 의거하여 국내외 민간단체에 자금을 지원하고 있으며 대북 인권특사를 임명하였다. 이러한 일련의 공세적인 미국 대북 인권정책들은 한반도 핵협상에 미묘한 영향을 불러일으키고 있으며 주변국과 우리나라 시민사회에도 커다한 파급효과가 나타나고 있다. 미국의 대북 인권정책 강화는 북한인권문제가 규범적 차원을 넘어 정치적 차원으로 이전되고 있음을 시사하고 있다. 전통적으로 미국은 인권문제를 대외정책 목표로 제시해 왔다. 미국의 대북 인권정책 목표와 수단의 적극성에 따라 한국의 대북 정책은 큰 영향을 받을 수 있다.
Abstract
This article is to examine and analyze the U.S. human rights policy on North Korea; its main goals, means and impacts. The U.S. has been accelerating pressure on North Korea regarding its human rights violation while the process of nuclear negotiation via 6 party talk is staggering on. Based on the 'North Korean Human Rights Act of 2004', financial support has been provided to NGOs and a special human rights envoy dealing with North Korean case appointed recently. This aggressive approach would impact on nuclear negotiation in some ways and inter-Korean relations as well.
