Abstract
This paper explores and analyzes the United States human rights policy toward North Korea focused on the players' cooperation involved, and draws some its characteristics and implications for South Korea government. Multilateral approach goes side by side with unilateral one in the American policy. It can be found triangluar co-operative relationship between U.S. government, Congress and NGOs. In order to improve effectively the situation of human rights in North Korea, South Korea government should 1)get various policy resources, 2)use both multilateral and bilateral approach simultaneously, 3)dialogue with NGOs. National Assembly also have to function as a guide for the improvement.
