국가수립시기에 북한의 외교는 국가수립승인과 사회주의 사회건설을 위한 대외적 국제환경의 조성이었다. 하지만 당시 북한은 사회주의적 발전의 길을 모색하는 사회주의 국가이자 약소국이었기 때문에 국가수립시기 북한은 소련을 자신의 후견국으로 받아들이고, 소련으로부터 국가의 안전보장뿐만 아니라 사회주의 국가건설에 필요한 물질적 지원 및 경험을 전수 받게 되었다. 그 영향으로 북한의 외교영역에서는 소련의존적 외교관계가 형성되고, 북한은 이를 근간으로 소련 주도의 사회주의 국가들을 중심으로 하는 진영 외교전략을 구사하였던 것이다. 이것은 미국을 맹주로 하는 자본주의 진영과 와 소련을 위시한 사회주의 진영간의 적대적 갈등관계가 점차 구조화되고 심화되어 갔던 국제정치의 양극 구조 하에서 소련과의 ‘후견-피후견 국가관계’(Patron-Client State Relationships)에 놓여있던 북한에게는 당연한 국가적 선택이었던 것이다.
Abstract
After the socialist government, Democratic People's Republic of Korea, was set up in 1948, the North Korean government showed all her national ability to construct the socialist society in North Korea. At that time, the most important task of North Korean diplomacy was to build up the external environment conducive to the national goals. But At that time, because North Korea was socialist and weak state, North Korea was anxious to seek a strong state capable of cooperating closely with North Korea. So North Korea appealed to the Soviet union for political and economical assistance. It means that the relations between North Korea and the Soviet union was converted into ‘Patron-client state relationships’. As a result of that, North Korean diplomacy was carried out with depending on the Soviet union from 1948 to 1953.
