북한 자주연대 외교 연구 - 1960년대를 중심으로 -

초록

이 연구의 목적은 냉전기 북한 외교의 특징을 자주연대 외교로 규정하고 자주연대 외교가 무엇인지를 설명하기 위한 것이다. 이를 위해 자주연대 외교의 패턴이 강했던 1960년대를 연구시기로 설정한다. 자주연대 외교의 등장 배경, 개념정의, 사례를 북한의 정책과 노선을 중심으로 살펴보고, 북한이 이 시기 자주연대라는 ‘틀’을 이용해 외교정책을 추진했음을 밝힐 것이다. 본 연구에서는 김일성의 말처럼 혁명하며 갓 발전하고 있는 작은 나라들, 소위사회주의 약소국들이었던 북한, 베트남, 쿠바가 식민지 경험, 혁명, 전쟁, 분단, 해당 지역 최초의 사회주의 국가라는 동일한 역사·제도적 배경을 공유하며 냉전기 체제 생존과 발전을 위해 특별한 국제적 연대를 형성했다는 사실에 주목했다. 본 연구는 ‘자주를 추구하는 사회주의 약소국 간의 연대’를 ‘자주연대’로, ‘자주연대’라는 틀을 이용한 외교를 ‘자주연대 외교’로 개념화하였다. 북한은 자주연대 외교를 통해 자주의 자기 확장성을 인식하고, 이를 정책과 노선의 정당성을 갱신하는 기제로 활용하였다. 또한 북한은 소규모 폭력과 충돌로설명되는 호전적 자주를 통해 자신들의 자주성을 보장받음과 동시에 주변국으로하여금 북한의 국가이익에 관심을 가지지 않을 수 없는 환경을 만들었다. 북한은자주연대 외교를 통해 약소국이지만 개입과 압박이라는 강대국 스타일의 외교를 지향하기 시작했다. 이는 현재 우리 정부 및 주변국이 북한을 상대하기 어려운이유를 설명해 주고 있다.

Abstract

The purpose of this study is to define the characteristics of North Korea’s diplomacy during the Cold War as “independence solidarity diplomacy” and explain what independence solidarity diplomacy is. We will focus on North Korea’s policies and lines to find out the background, concept definitions, and examples of the emergence of self-regime diplomacy in the 1960s, will reveal that North Korea pursued foreign policy using the “frame” of self-reliance at this time. This study notes that North Korea, Vietnam, and Cuba, which were weak socialist countries, formed special international solidarity for the survival and development of the Cold War system, and that they all shared the same historical and institutional background. This study seeks to establish the independence solidarity of North Korea-Vietnam-Cuba during the Cold War by conceptualizing “the solidarity among the weak socialist countries pursuing independence” as “the independence solidarity.” Based on this definition of concept, it will be revealed that independence solidarity diplomacy was a transnational co-existence strategy in which small Cold War socialist countries, North Korea, Vietnam, and Cuba, sought “integral co-existence” to jointly respond and manage their regime crisis. Through this, North Korea recognized its own self-expansion of independence and used it as a mechanism for updating its policies and political line. North Korea has also created an environment in which its self-reliance is guaranteed through small-scale violence and conflict called bellicose independence and neighboring countries cannot help but pay attention to the country’s interests. North Korea has begun to pursue diplomacy in the style of a weak but powerful nation through independence solidarity diplomacy. This explains why it is difficult for our government and neighboring countries to deal with North Korea.
