615 남북공동선언과 이행에 대한 북한의 평가 분석

Abstract

The Joint Declaration of June 15, a result of the summit meeting of the two Koreas in June 2000, has constituted a basic framework of inter-Korean relations. This study is to analyses North Korean policy that was said to implement the Joint Declaration and to explore the implications of such policies. First, the analysis suggests that unification policy of North Korea, which appear to remain unchanged, was reflected in the Joint Declaration. North Korea evaluates the Declaration as a framework that legalizes any open pursuit of anti-American/ pro-North Korean policies. Second, North Korea has underlined “the development of reunification movement into a nationwide movement” as a major achievement of the Joint Declaration. Finally, Pyongyang’s policy toward Seoul has been streamlined into “by our nation itself” policy, which comprises exclusion of the US in the discussion of re-unification, the weakening of US-Korean alliance system, more economic supports from South Korea, and demolition of anti-communist framework in South Korea, under the banner of cooperative implementation of the Joint Declaration. This study place an emphasis upon the urgent need to reexamine basic guidelines of South Korean policy towards North Korea.
