북한에서의 시장화의 확산은 주민들의 삶의 방식을 변화시키고 있으며 북한 경제의 구조를 바꾸고 있다. 본 논문에서는 시장화가 실질적으로 북한 주민들의 삶뿐만 아니라 경제성장에도 영향을 미치는지를 실증분석을 통해 살펴보았다. 이를 위해서 먼저 북한의 시장화 수준을 객관적으로 측정해 이를 시장화 지수로 나타내었다. 시장화 지수의 추정을 위해 서는 Neri Index의 측정방식을 원용하였으며 탈북자조사를 통하여 결정변수를 도출하였다. 그리고 시장화 지수 외에도 경제성장에 영향을 미치는 주요한 결정변수들을 성장 함수에 추가하여 다중회귀분석(Multiple Linear regression analysis)을 실시하였다. 회귀분석 결과를 보면 발전설비용량, GDP대비 수출 비중, 시장화 지수가 북한의 1인당 GDP에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 본 연구의 주요 연구과제인 시장화가 경제성장에 미치는 영향을 나타내는 변수인 시장화 지수는 유의한 정의 부호를 갖는 것으로 나타나 북한의 시장화가 활성화될수록 북한의 경제성장에도 긍정적인 영향을 미치는 것으로 볼 수 있다. 시장화의 확산이 유통구조의 변화를 통해 북한 경제에 긍정적인 영향을 미쳤다고 볼 수가 있다. 본 연구는 북한의 경제성장 결정요인에 관한 연구에서 고려되지 않았던 시장화 요인을 결정변수로 사용하였다는 점에서 기존 연구와는 차별화가 될 것으로 보인다.
Abstract
The spread of marketization in North Korea has changed the way how people live, while also changing the structure of North Korean economy. This research has examined whether the marketization of North Korea not only affected the lives of North Koreans, but also the economic growth of North Korea through an empirical analysis. To this end, the level of marketization in North Korea has been measured using various objective indicators and expressed in the form of a single ‘Marketization Index’. The measurement method of the Neri Index has been used to estimate the marketization index, and decision variables were derived though multiple surveys conducted on North Korean defectors. In addition, to the marketization index, a multiple linear regression analysis has been carried out by adding multiple determinants that can affect economic growth to the growth function. According to the analysis results, it has been proved that the impact on GDP per capita was large in the following order; power generation facility capacity, export share (to GDP), marketization index. Therefore, it has been confirmed that the spread of marketization in North Korea has a positive impact on the economic growth of North Korea. In the case of North Korea, it can be seen that the increase of market activities has led to the spread of marketization in North Korea, which caused a change in the distribution structure that ultimately led to a positive effect on the economy of North Korea. Compared to other existing studies, this study can be differentiated in that it has used the factor of marketization as a determining variable which has not been considered in previous studies related to the economic growth of North Korea.
