90년대 이후 지속적으로 확대 및 확산되고 있는 북한 시장을 바라보면서 드는 한 가지 의문은, ‘북한 시장에서 계약제도의 양상은 어떠하며, 어떻게 작동하는가?’이다. 빠른 속도로 확산되고 있는 북한의 시장변화는 계약제도의 뒷받침이 없이는 설명이 불가능하기 때문이다. 이 연구는 실증분석을 통해 현재 북한 시장에서 작동하는 계약의 메커니즘을 규명하고, 계약제도의 고도화를 위해 필요한 제도개편의 시사점을 모색했다. 우선 계약제도에 관한 이론적 논의에 이어 북한 시장에서 작동하는 계약제도들의 특성을 기술하고, 이를 바탕으로 북한 시장에서 계약제도의 작동을 파악하기 위해 설문조사에 기초한 실증분석을 실시했다. 분석 결과, 북한에서 계약제도는 대체적으로 작동하고 있으며, 공식적 제도보다는 시장에서 자생적으로 생겨난 비공식제도가 잘 작동하고 있다는 것을 밝힐 수 있었다. 또한 이 연구는 제도 개편방안으로는 시장의 지속적 발전을 위해서 공식적 계약제도의 확립이 중요하지만, 그 기반구축에 소요되는 시간을 감안할 때 북한 시장이 잘 작동할 수 있도록 필요한 제도들을 갖추는 노력이 필요하다고 주장했다.
Abstract
Since the 1990s, market in North Korea has continued to enlarge and expand. This trend always reminds us to question the contract mechanism in North Korean market because such rapid expansion of the market is impossible without any kind of contract institution. This study attempts to figure out the currently operating contact mechanism in North Korea and to identify the policy implication for further development. Starting with the theoretical discussion on contract mechanism, this study identifies the characteristics of contract institutions in North Korea and then implements an empirical analysis based on the survey results of 300 North Korean defectors. The analysis reveals that contract institution in North Korea is currently working, despite the shortcomings of formal contact institutions. Also revealed is that the informal contract institutions that emerged spontaneously in the market played a major role as contract institutions in North Korea. As for policy implications, we identify that while it is important to establish formal contract institutions, it requires a lot of supporting institutional development. We also identify that upgrading informal contract institutions with the help of ancillary institutions is the realistic alternative to the development of formal institutions.
