Abstract

Via analysis of in-depth interview data regarding North Korean defectors, the informal business networks of North Korea's spontaneous pseudo-entrepreneurs (PEs) from non-cadre family backgrounds show the following characteristics: (1) their horizontal networks (HN) on the basis of informal market transactions are underdeveloped because of the lack of group trust and deepening market competition among them; (2) their vertical networks (VN) in the form of commercial clientelism between cadres and PEs are in a state of informal institutionalization; and (3) the growth of an individual PE is constrained by the relative strength of his/her family’s political background. In view of these characteristics, North Korea’s market sector in relation with PEs is structured by the unequal combination of stratified VN and inactive HN. This state of affairs suggests that North Korea is changing towards a hybrid economic system under the constraint of the political system.
