Abstract
The purpose of this study is to analyze the current status of ordinances on the development and preservation of the Korean language enacted by local governments. At this time, the policy analysis model of Gilbert and Terrell was utilized to analyze the ordinances based on the four elements of allocation, benefit, delivery, and finance. As a result of analyzing a total of 147 ordinances, first, in terms of ‘allocation’, it includes all residents residing in each local government that fall within the scope of application of the ordinance, including foreigners. However, in the case of educational autonomous bodies, the target was limited to ‘students’ and ‘civil servants belonging to the Office of Education’. Second, in terms of ‘benefit’, it was reviewed by dividing it into ‘establishment of basic plan’, ‘education and compensation’, and ‘event’. Unlike in the case of ‘establishment of basic plan’, the ratio was relatively low in the case of ‘education and compensation’ and ‘event’. In the case of ‘education’, the specific contents and methods of education were not specified, so it was found that there was a need to clarify the regulations to increase the effectiveness of the policy. Third, in the case of ‘transfer’, regulations related to application for support projects were not confirmed, and the proportion of local governments that specifically stated regulations on hearing opinions was not high. In addition, the qualifications for the committee composition did not include residents of the city, county, or district that are the policy targets. Fourth, in the case of ‘finance’, most of the provisions were simply discretionary expenditures in the form of ‘support within the budget range’.
