국어문화 진흥을 위한 조례 제정의 현황과 내용 분석

지방자치단체의 조례는 해당 지역의 기관에서 특별한 업무와 시정을 기획하고 추진하기 위한 지침이며 길잡이의 역할을 하므로 제정의 필요성이 높다. 지자체에서 국어 진흥을 위한 조례를 제정하게 되면 해당 지역의 주민들에게 바른 국어사용 의지를 심어주는 동시에 국어 진흥 관련 사업을 추진하기 위한 기획이나 예산 설정에 법적인 근거를 마련할 수 있다. 본 연구는 2008년 7월 5일 군산시 최초 제정부터 2019년 12월 31일까지 전국 99개 지역의 지방자치단체와 교육청에서 제정된 국어 진흥 관련 조례의 제정 추이, 명칭, 담당 부서, 단체별, 권역별 제정에 대한 외적인 현황을 양적 연구법의 통계처리법으로 분석하고자 한다. 아울러 컴퓨터용 질적 분석 소프트웨어(CAQDAS) 패키지를 활용하여 제정된 조례의 전체 내용을 질적 연구법의 반복적 비교분석법을 이용하여 심층적인 분석을 시도한다. 이를 통해 국어 진흥 조례의 올바른 형식 구조와 심층 내용의 표준 모형을 알아보고 향후 관련 조례 제정을 계획하고 있는 지방자치단체에 도움을 주고자 한다.
Abstract
Local governments need to enact the ordinance in order to implement the policy of promoting Korean language. By enacting ordinances for the promotion of Korean language the local government can instill the willingness to use Korean language correctly to its residents, and at the same time create a legal basis for promoting Korean language related projects. This study analyzes ordinances which were related to Korean language promotion established by local governments and education offices in 99 regions of Korea by December 31, 2019. The analysis of this study uses quantitative analysis of statistical processing and qualitative analysis of CAQDAS package. The ordinances were established by 17 metropolitan governments (94%) and 262 local governments and education offices (38%). The most important provisions in the ordinance were the establishment of the Korean language development plan and the designation and role of the Korean language officer. This study that tries to analyse and present the formal structure of the Korean Language Ordinance and the standard model of in-depth contents will help the local governments to plan the establishment of related regulations in future.
