Abstract

This study aims to derive policy implications to prevent social workers in Incheon from leaving to other regions and to prevent career breaks by analyzing factors affecting the turnover experience and intention of turnover of social workers in Incheon. The Ministry of Health and Welfare and the Korea Social Workers Association compared and analyzed the 2021 statistical yearbook of social workers in Incheon, Seoul, and Gyeonggi Province, and conducted in-depth interviews and expert opinion surveys for social workers who experienced turnover in Incheon. It was found that an equal and fair compensation system should be prepared as concrete support measures for the prevention of social worker turnover, and a flexible organizational culture and human rights should be realized. In addition, a rational and receptive personnel system should be established, and horizontal public-private partnership was also found to be an important strategy for job turnover prevention. This study is a study on the prevention of job turnover for social workers in Incheon, but it looked at the government-level job turnover prevention policy.
