본 연구는 2018년 7월부터 실시된 주52시간 상한제가 부부의 노동시간에 어떠한 영향을미쳤는지를 살펴보았다. 장시간 노동체제에서 부부의 노동공급은 균일하게 이뤄지기보다는비대칭적으로 분업화될 가능성이 높다. 이러한 맥락에서 장시간 노동을 금한 주52시간 상한제 시행과 이에 따른 전반적인 노동시간 감소는 우리나라 부부의 노동공급에도 변화를 일으켰을 수 있다. 이에 본 연구에서는 한국복지패널자료를 활용하여 주52시간 상한제 도입을 전후로 도입 대상기업 종사자 개인의 노동시간과 부부의 노동시간에 변화가 있었는지를 살펴보았다. 그 결과, 주52시간 상한제가 본격적으로 논의된 이후 8세 미만의 어린 자녀가 있는 여성 중에서 배우자가 우선 적용 사업장에 종사하는 경우 노동시장 참여가 유의하게 증가하였다. 다만 제도 변화 기간 동안 본인과 배우자의 노동 시간에 미치는 영향은 제한적으로 나타났다.
Abstract
This study investigates the impact of working hour policy implementation on a couple’s working time. In the labor market, which demands long working hours, couples specialize paid and unpaid work in a traditional way, such as the male breadwinner model. In this context, the working hour policy, which limits the maximum working hour to 52 hours a week(the so-called 52-hour workweek policy) in Korea, might change a couple’s working hours and the labor market participation. This study analyzes whether this policy change impacts the couple’s labor market participation using the Korea Welfare Panel Study(KOWEPS). The results show that women who have preschool children and husbands who are firstly applied to the 52-hour workweek policy are more likely to participate in paid work after the policy is discussed. However, the introduction of policy does not impact their own working hours. There might be indirect mechanisms of the 52-hour workweek policy to wives’ labor market participation, such as the husband’s flexible working hours, which is accompanied by the 52-hour policy in many companies.
