Abstract

This study examines the effects of 52-hour workweek regulation on the inequality of working hours in dual-earner households. Long work hours driven by overtime are common, and they have adverse effects on employees and society. As a part of efforts to improve work-family balance for employees and society, the Korean government limited a working week to 52 hours in July 2018. Using the Korean Labor & Income Panel Study (KLIPS), we adopt a difference-in-difference strategy to estimate the policy effects on the overtime gap between husband and wife. The results show that the policy affects not only the employees who are working overtime but also dual-earner households, which allows them to reduce the weekly overtime gap between husband and wife by two hours. The findings suggest that the possibility of work-family time conflict in dual-earner couples can be mitigated by implementing the working hour reduction policy.
