본 논문은 CGE Model을 이용하여 이행기 북한 경제정책의 영향을 분석해봄으로써, 최근 북한 경제개혁의 의미와 그에 따른 정책적 과제를 제시해보고자 하였다. 요약하면, 첫째, 북한의 경제발전전략의 연속선상에서 볼 때, 최근 조치는 효율적인 생산체제의 구축과 대규모 외자유치를 통해 단번도약의 토대를 마련하기 위한 개혁조치라 해석할 수 있으며, 그 핵심에 시장경제요소의 도입이 있다. 둘째, 모델분석을 통해, 공급제약의 상태에서 투자증대, 임금상승, 평가절하 등의 경제정책은 생산증가 이상의 물가상승을 유발함으로써, 실질소득의 감소를 낳게 된다. 이는 역으로 이번 조치가 물가상승 및 공급부족의 가능성을 완화함으로써 향후 외자유치를 비롯한 제반 경제정책의 효과를 증대시키기 위한 사전 정비작업이라 할 수 있다.
Abstract
The aim of the research is to explore the significance of a recent series of economic reforms in North Korea and further to propose follow-up economic policy to meet economic challenges, by analyzing impacts of North's economic policy on it's economic development and distribution since transformation period on the basis of CGE Model analysis. The research is summarized as follow: Considering North Korea‘s development strategy adopted since 1990s. its new economic reform measures are widely seen as a drastic launching pad in an attempt to establish an efficient product system and attract foreign investment which are key elements of a market economy. The CGE model analysis confirms that economic policies ensuring investment, wage, and exchange rate increases without considering supply constraints are bound to trigger rising inflationary pressure, eventually leading to decrease of real income. In this regard, North's recent economic reform program is viewed as a way of ground breaking preparatory arrangement in a bid to overcome supply shortage and inflationary pressure, and thus to strengthen the effects of North Korea's new economic policies as a whole including foreign investment.
