본 연구에서는 경제성장 모형을 이용하여 현재의 북한 경제 모형과 남북한 경제협력에 따른 북한 경제 모형을 설정하였다. 최근의 북한 자료를 바탕으로 2018년부터 남북한의 경제협력이 북한 경제성장에 미치는 영향을 모의실험 하였다. 경제협력 방안으로 남한의 재정 지원을 통해 북한의 사회간접자본 확충과 가계 소득 보전이 일어나는 것과 북한의 남한 자본재 수입을 고려하였다. 그 결과, 첫째, 북한 경제의 자립성장을 위해서는 경제협력을 통해 북한의 기술진보가 일어나야한다. 북한 경제에 기술 혁신이 동반되지 않는다면 자본재 수입으로 인한 투자 증대도 일시적인 효과에 그치게 된다. 둘째, 남한에서 북한으로의 투자 증대는 필수적이다. 북한의 투자의 증대는 노동의 한계생산물 증가와 실질임금 상승을 유발한다. 셋째, 북한의 자본 집약적인 산업에서의 생산의 증가와 노동생산성의 증가로 북한의 경제발전을 기대할 수 있다.
Abstract
This study constructs a baseline model for North Korea and North Korea’s economic model based on economic cooperation between South and North Korea using growth model. Using the latest data of North Korea, this study simulates the changes in North Korean economic growth in case of the economic cooperation between South and North Korea from 2018. For the economic cooperation, we consider fiscal transfer from South Korea to construct the infrastructure and to compensate households’ income in North Korea, and the imports of investment goods from South Korea to North Korea. As results, firstly, for the independent growth of the North Korean economy North Korea’s technological progress should take place through economic cooperation. Unless the trade between South and North Korea is accompanied with the technological progress, the growth effect of import of investment goods on North Korea is temporal. Secondly, the increase in investment from the South to the North is essential. The increase in capital accumulation in the North raises the marginal products of labor and the real wages. Thirdly, the economic performance in the capital intensive sectors in terms of GDP and labor productivity would drive the economic development in North Korea.
