본 논문은 대북지원이 북한경제와 산업에 미치는 효과를 계산하기 위해서 북한의 산업구조에 대한 자료인 산업연관표를 통계적 방법으로 추정하고 이를 기초자료로 이용하여 CGE모형을 설정하였다. 북한의 1999년도 산업연관표 추정하기 위하여 제약된 자료를 이용하는 교차 엔트로피 기법을 사용하였으며 분석에 사용한 CGE 모형은 전형적인 신고전학파 모형이다. 모의분석은 대북 이전지출과 식량지원의 두 경우에 대하여 실행하였다. 모의분석결과 대북 이전지출의 경우, 광업, 일차금속 및 화학공업의 산출량 증가율이 상대적으로 큰 것으로 계산되었다. 식량지원을 북한정부의 財政收入으로 가정하는 경우에는 건설, 요업 및 경공업의 산출량이 상대적으로 크게 증가하는 것으로 나타났다.
Abstract
The paper computes and analyzes the effects of transfer payment on North Korean economy. The first step of the analysis is to estimate and construct the input-output table of North Korea. North Korea has never published the input-output table. The cross entropy method is utilized in order to construct the North Korean input-output table with incomplete data. A computable general equilibrium model is applied to the analysis with the input-output table so contructed for the North Korean economy.
