자유방임 자본주의 경제는 실업, 소득불평등, 경제불안정이라는 근본적인결함을 가지고 있다. 케인스, 칼레츠키, 러너, 민스키는 이미 이들 결함을 해결하기 위해 필요한 경제질서나 제도의 개혁을 제시한 바 있다. 이 논문은이들의 개혁 제안에 기초해 완전고용과 합리적 소득분배, 그리고 경제의 안정에 기여할 수 있는 새로운 경제질서와 제도의 개혁을 제시했다. 개혁의 방안은 첫째 실업문제를 해결하기 위한 투자의 사회화와 정부의최종고용자 역할 증대, 둘째 부와 소득의 불평등을 완화하기 위한 고용보장과 고용안정, 자본이득 등 금융소득의 억제, 높은 상속세 및 누진적 소득세부과, 셋째 경제 안정을 위한 고투자·고부채 성장전략의 수정, 자산운용 건전성 규제 도입 등이다
Abstract
The laissezfaire capitalist economy has fundamental flaws: unemployment, income inequality, and economic instability. Keynes, Kalecki, Lerner, and Minsky had suggested the necessary reforms in economic order and institution to address these flaws. Based on their reform proposals, this paper presents a new economic order and institutional reforms that can contribute to full employment, rational income distribution, and economic stability.The reform measures include: first, socialization of investment and the role of employer of last resort of the government to achieve full employment; second, full employment and job security, suppression of financial income such as capital gains, high inheritance tax and progressive income tax to alleviate inequality of wealth and income; and third, the reduction highinvestment and highdebt growth strategies, the introduction of prudential regulation on asset management for financial and economic stability.
