적극적인 공무원 퇴직 관리를 위한 퇴직공직자 취업제한제도의 개선방안에 관한 연구

초록

고령화 시대가 도래함에 따라 퇴직공직자의 취업제한제도를 보다 정교하게 설계함과 동시에 퇴직공직자의 풍부한 경험과 전문성을 국가발전에 충분히 활용할 수 있는 방안을 적극적인 공무원 퇴직 관리의 시각에서 마련해야 할 필요성이 그 어느 때보다 커지고 있다. 본 연구는 이러한 문제의식을 가지고 퇴직관리, 공무원 취업제한제도의 실태 및 공무원들의 인식, 그리고 취업제한제도 규정 등에 관한 쟁점들을 분석하였다. 이를 통해 적극적인 공무원 퇴직 관리의 관점에서 「공직자윤리법」에 규정된 퇴직공직자 취업제한제도를 보다 건설적인 방향으로 개선하기 위한 방안으로 첫째, 퇴직공직자의 직종별 취업제한제도의 차등화 둘째, 퇴직공무원의 취업 희망 유형별 퇴직관리 정책프로그램 도입 등을 제시하였다.

Abstract

This study provides directions for Human Resource Management of retired public servants in an aging society. It reviews the existing human resource management system and proposes institutional improvements and public policies for improved human resource management and retirement appropriate in our aging and low-birth rate society. Institutional directions for retirement management of public workers include system improvements, instructions as to retirement preparation for retirees, improvements in restrictions on employment, and various policy programs that link retirees' experience and wisdom with the workplace and their contributions to society. For retirement management to be productive and useful, there need to be better and systematic connections, participation, and activities among various governance authorities.
