공무원 근속승진제도에 대한 고찰: 공무원의 인식을 중심으로

본 연구에서는 공무원의 사기진작을 위한 하나의 방편으로서 7근속승진제도를 살펴보고자 하였다. 이에 따라 공무원 근속승진제도와 승진현황 등을 살펴보고, 설문조사자료를 분석하여 공무원 근속승진의 효과적인 운영을 위한 정책적 함의를 도출하는데 목적을 두었다. 분석결과 직종별 그리고 직급별로 약간의 정도의 차이는 존재하나 전반적으로 6급 이하 근속승진제도 확대의 필요성을 강하게 인식하고 있으며, 현재 운영되고 있는 직급별 근속승진 연한보다 축소되어야 한다는 의견이 나타났다. 그러나 6급 근속승진제도를 확대시키고, 근속승진 연한을 축소시키기 위해서는 불성실근무자가 근속승진되는 것을 제한해야 할 필요성을 강하게 인식하는 것으로 나타났다. 이와 같은 결과에 따라 본 연구에서는 6급 근속승진제도 운영의 현실화, 근속승진기간의 단축, 부적격자의 근속승진 제한, 승진의 형평성과 공정성 제고 등에 대한 개선방안을 도출하였다.
Abstract
This study attempted to propose some improvements for the effective operation of the continuous promotion system which is being operated as a means to boost the morale and motivation of public officials. To this end, this study investigated continuous promotion system and the promotion status of public officials and drew policy implications by analyzing survey data. Analysis showed that although there were some differences by occupation and position, public officials under grade 6 strongly recognized the need for expanding the system and asserted that the term for continuous promotion should be reduced further. However, they strongly recognized that dishonest officials should be excluded in the continuous promotion. From these results, this study proposed some improvements for the continuous promotion system: rationalizing the operation of the continuous promotion system for officials below the 6th grade, reducing the term for continuous promotion, excluding disqualified officials from promotion, enhancing the equity and fairness of promotion and so on.
