Abstract
Past research on low-performer management in government organizations has focused on improving the performance of low-performers but has not yet empirically identified the causes of low-performance. Therefore, the current study investigates the determinants of low-performance by examining the relationship between the individual, organization, and institutional level variables and individual performance of public officials. Results indicate that the meaningfulness of job, relationship with the supervisor, division performance, link between performance and reward, reward satisfaction, and fairness of performance appraisal positively affects individual performance of public officials. However, contrary to the current study’s expectation, job placement satisfaction, satisfaction toward supervisor, mission accomplishment of the division, satisfaction toward division, training satisfaction negatively affected individual performance level of public officials. Implications and directions for future research are provided.
