공무원보수결정시스템 및 원칙 재설계를 위한 국가간 비교연구

초록

이 연구는 해외 주요국가의 보수결정시스템 및 원칙에 대한 비교분석을 통해 향후 우리나라 공무원보수결정시스템 및 원칙에 대한 대내외적 합리성과 신뢰도 제고를 위한 정책적 제언을 도출하는데 목적을 두고 있다. 이를 위하여 재정안정성과 대외적 형평성, 노동기본권 보장 수준을 기준으로 공무원보수결정 유형을 분류하고, 각 유형별 대표적 사례로 프랑스, 미국, 일본을 선정하여 보수결정유형 및 특징, 보수구성체계, 보수결정기준, 보수결정방법 및 절차, 보수결정 주무부처 차원에서 논의를 전개하였다. 분석결과, 보수결정시스템 측면에서는 국가별로 다양한 방식과 절차를 구축하고 있지만, 보수결정원칙 측면에서는 대외적 형평성을 공통적으로 강조하고 있음을 확인하였다. 이를 바탕으로 향후 우리나라 공무원 보수결정시스템은 재정적 여건을 중요시하면서 정부가 일방적으로 보수인상률을 결정하는 Ⅰ유형에서 정부가 공무원 보수결정권을 행사하지만 대외적 형평성을 고려하면서 객관적인 기준을 적용하고 투명한 절차를 거쳐서 보수를 결정하는 Ⅱ유형으로 재설계하는 것이 바람직하다는 결론을 제시하였다.

Abstract

The purpose of this study is to derive policy proposals for enhancing rationality and credibility on the compensation system of the civil service by comparative analyzing the systems and principles of determination of public sector payments of major foreign countries. Focusing especially on the types of public servant's compensation system are classified based on financial stability, external equity, and the right to collective bargaining by government employees' union. Major findings can be summarized that in terms of the compensation system of the civil service, various methods and procedures have been established for each country, but the external equality is emphasized in terms of the principle of Public Sector Payments. Therefore, the paper gives suggestions regarding the reformation of compensation system of the civil service in the direction of emphasizing external equity rather than financial stability in Korea.
