공공부문 인력예산 결정과정 비교 연구

초록

공공부문 인력예산 결정과정에 대한 논의는 정치성과 합리성에 초점을 둔 두 갈래의 연구가 있을 수 있으나, 논의의 출발을 합리적 선택을 전제로 할 때 대안에 대한 노력들이 가능해질 것이므로 정치성에 초점을 둔 연구의 한계를 극복하기 위한 새로운 시도가 필요하다. 그러나 이러한 합리적 선택을 전제로 한 연구를 위해서는 인력예산결정과정의 참여자와 공급자, 그리고 제도들에 대한 분석이 필요하며, 이러한 분석은 결국 의사결정과정에 대한 분석을 통해 명확한 변수들이 발굴되어야 함을 시사한다. 이러한 취지에서 본 연구는 일차적으로 공공부문 인력예산 결정과정에 비교연구를 시도하여 정책적 시사점을 얻고자 한다. 비교는 우리나라와 보수수준 결정과정이 비슷한 미국, 일본을 대상으로 했으며 분석결과, 미국과 일본 및 한국은 공공부문 인력예산 결정과정에서 예산과 단체교섭이 완전히 분리된 국가라는 공통점을 갖고 있으나, 미국과 일본의 경우 예산과 단체교섭이 분리된 대신에 단체교섭의 효과에 상응하는 절차를 지니고 있는데 비해 우리나라의 경우는 이러한 제도적 장치가 상대적으로 미흡한 것으로 평가되었다. 즉 민간과의 보수균형화를 위해 중앙인사기관이 조사 작업을 수행하며 결정기준이 민관 비교라는 점에서는 공통점이 있으나, 조사기관의 위상, 행정부 내의 결정권, 결정결과의 영향력, 권고안수정 등의 측면에서 많은 차이를 보이고 있다. 특히 한국의 경우 권고안의 영향력 면에서 미국과 일본과는 현저한 차이를 보이고 있는 점이 특징으로 나타났다.

Abstract

The purpose of this study is to suggest useful implications by comparing the decision-making process of personnel expenditure in the public sector between Korea, USA and Japan. Based upon systematic literature review, this study compare three main tenets among three countries: decision-making system, decision-making on pay level and collective bargaining. The results of the comparative study of the decision-making process of personnel expenditure in the public sector show that first of all, the three countries are common in having separated system between budget process and collective bargaining, but there are some differences in the aspects of impacts of collective bargaining. Second, there are some differences in the function of central personnel agency in equalizing process for the pay-level between the public and private sector, while the central personnel agency of Korea plays limited roles in the decision-making process.
