한국과 미국의 인사개혁 비교 연구

본 연구는 한국과 미국의 인사개혁을 인사개혁의 기본이념, 대상범위, 유형 등의 세 가지 측면에서 비교하였다. 인사개혁 이념에서는 미국의 경우, 공공부문 인적자원의 효율적 활용이라는 효율성 위주의 이념적 지향을 보이고 있으며, 한국의 경우는 효율성의 추구와 사회적 형평성의 강조라는 두 개의 축이 중심이라고 할 수 있다. 절차적 민주성이나 변화하는 수요에 대한 대응성 부문에서는 한국의 인사개혁이 미국에 비해 상대적으로 미흡한 것으로 평가되었다. 인사개혁의 대상범위는 한국과 미국 모두 대체로 급진적인 체제개혁보다 점증적인 구조, 정책,활동개혁이 훨씬 더 흔한 것으로 나타났다. 인사개혁의 유형 측면에서는 미국의 인사개혁이 인사기능의 분권성과 자율성의 확대를 강조하는 개혁모델이 주된 내용인 반면, 한국의 경우는 집권적인 성격이 강하다는 점에서 전통적 모델에 가깝고 협력과 거버넌스를 강조하는 전략적 모델이나 민영화 외주전략은 매우 드물다는 점이 특징이다. 또한 미국의 경우는 다양한 개혁모델을 보이고 있지만, 한국의 경우 일부 분권적인 내용을 포함하고는 있으나 상당부분 중앙정부주도의 정책개발 및 집행을 특징으로 하는 중앙집권적인 특징이 강하다는 측면에서 전통모델에 가까운 것으로 분석되었다.
Abstract
The purpose of this study is to suggest useful implications by comparing the civil service reform between Korea and U.S.A. Based upon systematic literature review, this study compare three main tenets between two countries: the ideological orientation of civil service reform, the category of reform agenda and the degree of innovation, and the model of civil service reform. The results of the comparative study of the civil service reform show that first of all, the ideological orientation of civil service reform of Korea and U.S.A is commonly efficiency and effectiveness performance-oriented, but there are some differences in the aspects of social equity and representative enactments. Second, the category of reform agendas has not been systematic at large rather commonly has focused on the specific policies, rules, or techniques, while the degree of innovation and impact has been various in every levels of government. Finally, the models of civil service reform is somewhat divert in U.S.A., while those of Korea is more homogeneous model by simply focusing on the conventional wisdom such as top-down ways or the emphasizing the role of central personnel agency.
