역량 관점에서 본 우리나라 중앙부처의 통일역량 요인 고찰

초록

중앙부처의 역량은 국가발전에서 매우 중요한 요인이며, 최근 이에 대한 관심이 높아지면서 관련 주제에 대한 연구가 많아지고 있다. 본 문은 문헌연구를 중심으로 역량에 대한 선행 이론 연구를 검토하고, 역량에 대한 분화와 정합 모형을 제시하였다. 이 모형은 역량의 범위 및 수준을 개인･조직･기관･국가 수준으로 구분하고, 이를 바탕으로 통일역량을 기관차원에서 중앙부처의 한 역량으로 검토해 보았다. 특히, 중앙부처의 통일역량을 고찰하는데, 우선 이러한 역량에 대한 이론적 논의를 바탕으로 우리 중앙정부 부처의 통일역량에 대한 기존의 평가를 검토하고, 통일역량의 주요 구성 요인으로 기획역량, 정책역량, 교육･홍보역량, 네트워크역량을 제시하였다. 마지막으로 통일역량의 주요 핵심 역량에 대한 논의를 통해 우리나라 통일 관련 중앙행정기관의 통일역량 요인 제고 방안 모형을 제시하였다. 결국, 기관의 통일역량 제고 요인은 분야별로 다양하게 제기할 수 있지만, 이들 주요 요인에 대한 역량의 현황과 평가를 통해 문제점을 찾고, 이에 터하여 영역별 추진 방향과 과제를 설정하여 지속적으로 추진한다면, 우리나라 중앙정부 부처의 통일역량 강화와 함께 기관 위상 제고에 기여할 수 있음을 제안하였다.

Abstract

The capacity of the central government is one of the very significant factors for the national development. Recently, there have been a growing interest and the related studies on this capacity. Having reviewed the theoretical studies on this topic from the literature, this study suggested the model of the division and integration of the capability. This model divides the scope and the standards of the capability into individual, organizational, governmental and national levels. Based on this model, this study defined the unification capacity as one of the central government capabilities at the governmental level. This study reviewed the existing evaluations of the capacities of the central government departments in Korea based on the theoretical discussions on capacity. It also examined the departments’ unification capacities in the central government. The study proposed five capacities as the key components for the unification capacity. They are planning competency, policy competency, education competency, PR competency and networking competency. Finally, this study provided a model to enhance the unification capability of the Korean central government agencies discussing the key competencies for unification capacity. In conclusion, the components to enhance the unification capability in the governmental agency can be brought variously in different aspects. However, it is necessary to define issues with the examination of the current capacities of the key components and the evaluation of them. When the government departments set tasks to deal with the issues and the directions to accomplish the tasks in related sectors and continue to drive them, each department will strengthen their capacities for the unification and enhance their organizational status as well.
