이 연구는 독일통일과 유사하게 남한 정부를 중심으로 북한이 편입되는 것을 전제로 하여, 남북통일 이후 통일정부의 관료체제를 구축하는 방안을 모색하는 데에 목적이 있다. 이를 위해서 독일 통일사례분석과 현재 중앙정부와 지방정부의 조직 인력 담당공무원들에 대한 인식분석을 하였다. 이와 같은 분석에서는 북한관료들의 검증을 포함한 인력 흡수, 재임용과 복직문제, 신규인력의 충원 방식, 교육 훈련 방식, 남북 관료간의 급여체계, 행정문화 통합 방안 등 단일한 관료체제를 구축하기 위한 해결과제들을 포괄적으로 다루었다.
Abstract
This study propose directions and details for establishing the bureaucratic system after reunification. It anticipates the process of establishing the bureaucratic and suggests its method. As for the specific details, the study includes methods to absorb and verify North Korean bureaucrats, methods for reappointment, reinstatement, recruitment, methods of education-training, methods for wage levels, and methods of integrating the administrative cultures after reunification. The study predicts what the reunified bureaucratic system will look like after unification by analyzing studies and implications of Germany’s reunification case, comparative analysis of the two Koreas’ bureaucratic systems, interviews and surveys from public officials.
