통일 거버넌스 구축 방향 연구: 정부의 역할에 대한 메타 거버넌스적 함의

본 연구는 현실적인 통일방안으로 인식되고 있는 남북한의 ‘점진적 평화통일’을 전제로 남북협력의 기본 패러다임을 실현할 통일 거버넌스 구축 방향을 모색하고자 하였다. 결론적으로, 통일을 준비해 가는 국가적 거버넌스는 통합이라는 거시 ․ 미시적인 목표를 위해 정치 ․ 사회 ․ 경제 분야에 걸쳐 다양한 행위자들이 자발적으로 참여할 수 있도록 통합적인 통일 거버넌스체계 구축방안을 검토하였다. 첫째, 통일 상황에서 우리 사회가 감당해야 하는 과제를 명확히 하고 이에 대한 사회적 역할 분담방안에 대한 공감대를 형성하기 위해 정당, 정부 각 부처, 시민사회 간의 사회적 합의 도출을 추진할 필요가 있다. 둘째, 통일의 상황에서 활동할 전문인력을 양성하는 프로그램을 중 ․ 장기적인 계획하에서 체계적 ․ 지속적으로 운영해 나가야 한다. 아울러, 부문별 거버넌스 사이의 연계체계를 구축하여 특수성에 더해 연계성이 강조되는 메타 거버넌스를 추구할 필요가 있다. 부문별 거버넌스의 독자성과 차별화만큼 중요한 부분은 전 사회적으로 연계성과 조화성을 유지하는 것이라고 할 수 있기 때문이다.
Abstract
The South Korean government has recently engaged in various discussions preparing for the possibility of reunification between two Koreas. There arises necessary questions of establishing a proper mode of governance to build a strong foundation for reunification. This study attempts to suggest a basic principle of cooperation, which can construct the condition of a “progressive peaceful reunification of South-North Korea.” I argue that it is important to build up an inte- grated national governance system in which various social actors voluntarily participate during the reunification process. In order for establishing the national system of reunification, a leading role of the government is necessarily required. Its main function is to set up a microscopic mode of governance under the meta-governance system, which ensures the network of a national management to cope with various socio-political issues generated from the unification environment.
