Abstract
Why do legislators engage in offensive speech in Congress? Inspired by Mayhew’s (2004) argument that legislators seek re-election as political rewards, this study examines whether offensive speech is a form of strategic behavior intended to maximize the likelihood of party nomination and re-election in upcoming elections. Using data from the 19th-20th, 20th-21st, and 21st-22nd sessions of the Korean National Assembly, this study compiles empirical evidence on legislators’ speeches, election outcomes, and individual characteristics. Specifically, offensive statements were identified using a machine learning algorithm, and potential confounding factors (e.g., legislators’ demographics, seniority, committee chairmanship, and party characteristics) were statistically controlled. The results clearly show that legislators who made a higher percentage of offensive statements in Congress were more likely to be nominated as party candidates and to be re-elected in subsequent congressional elections. These findings suggest that offensive speech should be understood as a strategic behavior by legislators to maximize political rewards from their parties and supporters.
