Abstract
We analyze legislators’ voting behaviors in the floor during the lame-duck session of the 19th Korean National Assembly. We focus on differentiated incentive structures for departing legislators and staying legislators and further examine the effects of those incentive difference upon legislators’ voting participation decisions as well as voting decisions. Lame-duck session has been commonly recognized as a temporary session held to deal with the rest of the affairs, with the departing legislators and those remaining. Contrary to public perceptions, the lame duck session is becoming more and more permanent over years, and more legislation is being addressed. The handling of key legislations is also increasing. We find that the difference in behavior was clearly seen in terms of the incentives for the left and the remaining members of the assemblymen in voting participation and in voting decisions toward the issue bills. We argue that the success of reelection does not create discriminatory election incentives, but that the internal desire for the senator’s continuation of the parliamentary career makes a difference between participation and legislative vote. It was verified through statistical testing results.
